This steel is Hot Rolled. Hot rolled means it is not fully annealed or "soft". It will be hard in some spots, softer in other spots. It is not fully hardened but the hard spots will be difficult to cut or drill. This steel should be annealed before drilling or cutting. Forging it as is will be fine.
